Cruise and tour operator Riviera Travel has revealed the findings from its Luxury European Destinations Index for 2025. Its travel experts have evaluated the most luxurious European destinations, with many expected names making the list.

That’s why leading cruise and tour operator Riviera Travel has created the Luxury European Destinations Index, uncovering Europe’s most opulent cities based on TripAdvisor and Michelin Guide data.
1. Paris
Paris takes the top spot as Europe’s most luxurious destination. It is the fashion, arts, and culture capital of France and was named the top European destination for a lavish holiday, thanks to its abundance of top-rated establishments.
With 128 5-star hotels, 473 Michelin-starred restaurants, and 134 highly rated spas and wellness centres, Paris offers visitors a satisfying and well-rested getaway.
2. Barcelona
Barcelona takes the runner-up spot in the rankings of Europe’s most luxurious destinations. The city is blessed with incredible architecture and historical landmarks such as the Sagrada Familia. It offers an enriching experience and an opportunity to delve into the city’s rich history and culture.
The Spanish city is also rich in top-rated accommodations, eateries, and wellness facilities, fifty-one 5-star hotels, eighty-three Michelin-starred restaurants, and 130 highly rated spas and wellness centres.
3. Madrid
Coming in third in the rankings is Madrid. The Spanish capital boasts 163 Michelin-starred restaurants, offering foodies a chance to experience fine dining and exceptional cuisine. The city is well-known for its incredible nightlife.
With top-notch restaurants, 40 5-star hotels, and 82 highly rated spas and wellness centres, Madrid is an ideal destination for those seeking a relaxing and sophisticated getaway.
4. Rome
Next up is Rome. Home to fascinating ancient ruins such as the Colosseum, the Italian city is rich in history, culture, and, according to our findings, luxury establishments. With 99 5-star hotels, 63 Michelin-starred restaurants, and 103 highly rated spas and wellness centres, this Italian destination is among the most luxurious in Europe.
5. Lisbon
Lisbon secures a spot in the top five thanks to its 54 5-star hotels, 53 Michelin-starred restaurants, and 71 highly-rated spas and wellness centres. The Portuguese city’s vibrant architecture and delicious pastel de natas make it a popular travel destination.
6. Milan
In sixth place is Milan. The fashion capital is famous for its impressive selection of luxury brands, including Versace and Armani.
However, the Italian city’s luxurious appeal is also due to its almost 100 (92) Michelin-starred restaurants, along with an abundance of high-quality establishments and services, including its 48 highly-rated spas and wellness centres. Visitors can enjoy some much-needed rest at one of Milan’s thirty-two 5-star hotels.
7. Amsterdam
In seventh place is the capital of the Netherlands. Renowned for its historic canals and unique architecture, Amsterdam offers a wealth of amenities for a luxurious getaway.
With sixty-nine Michelin-starred restaurants, fifty-eight highly rated spas and wellness centres, and fourteen five-star hotels, Amsterdam boasts an array of opulent, high-quality establishments.
8. Berlin
Next up is Berlin. The German capital boasts an extensive selection of Michelin-starred restaurants (68), making it perfect for discerning diners. Berlin is also ideal for a slow-paced, mindful holiday, with 62 highly-rated spas and wellness centres and six 5-star hotels scattered throughout the city.
9. Athens
According to Riviera Travel’s research, Athens is the ninth most luxurious destination in Europe. Renowned for its astonishing history and notable architecture, it is, and likely always will be, a hotspot for travellers who enjoy history and culture.
Visitors can enjoy a comfortable stay at one of the city’s 38 5-star hotels, with a choice of 41 highly rated spas and wellness centres. Additionally, Athens boasts world-class cuisine at all 35 of its Michelin-starred restaurants.
10. Budapest
Budapest secures a spot among the 10 most luxurious European destinations. The capital of Hungary is a magnet for travellers thanks to its elegant appeal and its wealth of lavish spas and restaurants.
With eighteen 5-star hotels and 34 Michelin-starred restaurants to choose from, the city has all the qualities of a luxury getaway. Following a dip in Budapest’s well-renowned Szechenyi Bath, enjoy a tranquil afternoon in one of its sixty-seven highly-rated spas and wellness centres.
