Launched in 2019 by the Government of Montenegro, CBI not only gives foreigners the opportunity to make a legacy property investment in one of Europe’s most up-and-coming destinations, but it also grants a Montenegrin passport, which allows freedom of movement for the main applicant and their family across 124 countries, including the Schengen Area, Russia and Turkey. The Montenegro programme allows investors to fast-track straight to a citizenship application without living in the country beforehand. The process is quick, with applicants able to complete enrolment within one to two months, achieve residency within three weeks, and approval of citizenship can sometimes take just six months.

All applicants to CBI are required to invest* in approved real estate projects in the country, such as Porto Montenegro’s newest urban neighbourhood, Boka Place, set to be completed in 2023.
